MASTER AIRWAY BILL (CONSIGNEE DETAILS)

Master Air Waybill document issued by the airline to the associate for delivery to the agreed destination must reflect complete and proper consignee and material information to avoid delay in shipment retrieval by the Ground Handling Agents and ISE Staff at Dubai Airport.

PRE-ALERT – FLIGHT ARRIVAL NOTIFICATION

MOTHER BAG MANAGEMENT

➢ The allocation of shipments in the mother bag must be segregated and sorted based on 3 criteria as per system generated manifest i.e. shipments destined for AE will have bag numbers in series for e.g. 1-4, Transit shipments will be in the next series for e.g. 5-7 and US/CA shipments will be assigned 8-11.
➢ It is very important to make sure that shipments are not mixed and properly packed in correct sack bag as declared in the manifest.
➢ Each bag must be properly marked with Airlines MAWB number and Bag number.
➢ After completion of bagging, they must be properly sealed to avoid any mishap during transit.
➢ Misdeclaration/Incorrect information of shipments bag number leads to serious issues at destination and can result in heavy fines and penalties by official authorities.
➢ The associate will be intimated of any bag received without seal and improper packaging which could result in shipments going missing> NTL shall not be responsible for any damage or loss resulting from such negligence.

ENSURE PROPER PACKING

➢ Ensure that each shipment is packed with care using appropriate packing materials to avoid delays, revenue loss and damages.
➢ Ensure that Packaging is not over stuffed or overfilled with contents as this will result in damaged shipments arriving at destination delays in transit, and incorrect recording of dimensions.
➢ The over stuffing of packaging material also results in inaccurate recording of dimensions which results in revenue loss.

ENSURE ACCURATE WEIGHT & DIMENSION RECORDING

➢ Weight differences result in revenue loss
➢ Ensure that accurate dead weight of each shipment is recorded
➢ Ensure that dimensions of each shipment in centimeters recorded with accuracy. Length in centimeters width in centimeters and height in centimeters.
➢ Use Proper measuring tools. Example, accurate measurement tap.
➢ Volumetric weight is calculated using L (cm) X W (cm) X H (cm) / 5000
➢ The higher of Volumetric or dead weight is chargeable

ENSURE PROPER PER PIECE LENGTH & WEIGHT LIMIT

➢ Ensure that single piece weight limit of any item within a shipment does not exceed 31 kg
➢ Please ensure that the base length of any one piece within a shipment does not exceed 120 cm
➢ Any Shipment exceeding weight and length limit will be detained

SECURITY CHECKING / COURIER PACKAGING

 All shipments must undergo proper security screening making sure the contents do not contain any Explosive, Incendiary, Contraband or Dangerous Articles, which can jeopardize the safety of the Airport Aircraft, cancellation of license and lead to criminal prosecution.
 Associates are responsible for ensuring that shipments have been appropriately packed and able to withstand loading and pressured of transportation and handling during transit to final destination.
 Associates must ensure that all consignment details are properly entered in the system including details of the, shipper, consignee,
complete origin and destination addresses and contact information or shipper and consignee, as well as any special courier handling
requirement.
 Large, long, over-sized shipments will be handled according to capacity and may attract additional handling surcharges.

COMMODITY VALUE DECLARATION

When Importing and exporting goods across borders it is necessary to ensure the correct value and description of shipment contents is declared. Shipment contents can be subject to duties and taxes at the destination country depending on the nature of commodities, weight, quantity, or country of manufacturing origin.
Shipments can get held at the destination country by customs authorities in event of one of the following reasons:
 Zero or no dollar value indicated (even “free” samples have a value)
 Undervalue reported (Customs wants to see the “fair market value” of the goods reported)
 Insufficient description of the goods
 Consignee’s name and/or address missing or incomplete
 Customs Broker not indicated
 Insufficient or Missing paper work In these cases, shipments are handled in much the same way as a High Value shipment, where all the shipment information must be provided before the shipment will be released.

UAE INBOUND SHIPMENT CLASSIFICATION

➢ Shipments destined for the UAE should be bagged separately from transit shipments. This is an essential rule of Dubai Customs and Police.
➢ Non–compliance with these rules can result in fines and penalties.
Low & High Value Classification for UAE Imports :
➢ Shipments valued at AED 1,000 or more are considered high value shipments and will be subject to detention and formal clearance. High value shipments shall be subject to a 5% customs duty and 5% VAT charge based on the declared value of the shipment. Additional brokerage and handling charges will apply as a separate system entry will need to be filed for these shipments. The consignee shall be contacted and informed of this and made aware of all necessary requirement to clear such shipments.
➢ Shipments valued below AED 1,000 are considered low value and shall only be subject to a 5% VAT charge applicable on the declared value of the shipment.

HIGH VALUE LOW VALUE OF SHIPMENTS

➢High Value Shipments (HVS)
Shipments classified as high value have additional clearing and handling requirements.
These shipments are generally detained by customs and are subject to a formal clearance process. The customs broker will contact the consignee requesting information pertaining to the shipment. Once the consignee has provided all the necessary paper work and information and has paid the required duty and taxes, the shipment will be cleared and delivered to the consignee.
➢Low Value Shipments (LVS)
Specific restrictions apply to all shipments declared as Low Value Shipment (LVS) whether for commercial or personal use.

PERSONAL SHIPMENTS

➢ Personal shipments should NOT be addressed to a Business/Company. It is unlawful for individuals to address personal shipments to a Business/Company.
➢ Shipments that cannot be attached to one of these methods will not be cleared
➢ and it will be the consignee’s responsibility to make arrangements for Customs clearance directly with the courier company.
➢ There is a cost in time of NTL staff verifying that the shipment is not for the Business/Company. There are legal/functional issues if the Business/Company becomes the Importer of Record, and finally, the shipment will likely experience a lengthy delay as our staff try and determine to whom this shipment belongs.

METHOD OF SCREENING

➢ 100% of shipments data is screened by a dedicated system against the relevant sanctions lists
➢ ‘High Hit’ shipments are blocked automatically on all DXB operational application not allowing them to continue normal processing*
➢ The ‘High Hits’ are reviewed by a DXB Regional Denied Parties Screening Team who validates the match
➢ Shipments found to be linked to a denied party (‘Valid Hits’) are stopped at origin and handled in compliance with the law (returned to the shipper / handed over to authorities)

More than 99.75% of all the shipments are not affected by the screening process

MATCHING SCORE – NEED FOR FULL NAMES

➢ The screening algorithm compares the names and addresses of the entities (shipper and consignee) provided by the customer to the ones of the Denied Parties listed on the various lists.
➢ Matching score gets higher as more details of the shipper/consignee match and gets lower as fewer details match.
➢ The only effective way to achieve accurate screening is by screening full names and addresses.

EXPRESS PROHIBITED ITEMS

The following commodities are not accepted by ISE Logistics under any circumstances

 Live animals
 Hunting (animal) trophies, animal parts such as ivory and sharks fin, animal remains or ashes, animal by-products
 Human remains or ashes
 Bullion (of any precious metal)
 Cash (legal tender – bank notes, currency notes, coins) and travelers cheques
 Loose precious and semi-precious stones (cut or uncut, polished or unpolished)
 Complete original and imitation firearms and firearm parts, ammunition, explosives/explosive devices
 Illegal goods, such as counterfeit goods and narcotics
 Property, the carriage of which is prohibited by any law, regulation or statute of any federal, state or local government of any country to or through which the shipment may be carried.

FIGHT AGAINST DRUG TRAFFICKING

Packages shipped through NTL are subject to additional scanning and screening. Associates must ensure, all preventive measures and appropriate shipment security checking and screening processes are implemented at their end, to ensure that no illegal or prohibited goods or substances are shipped to NTL :
